BILATERAL RELATIONSHIP

Egypt and Ethiopia

Operation of the Grand Ethiopian Renaissance Dam connects Ethiopia's electricity objectives with water security in Egypt and Sudan. The dispute centres on operating rules, information and the distribution of risks. Both governments hold opposing positions; hydrological conditions and management agreements matter more than an isolated bilateral trade figure.

Definitions and sources

Trade adds both directions. Shares refer to the country’s total goods exports; investment is an accumulated stock, not an annual flow. Every figure retains the currency and period of its source. BEA positions are historical-cost estimates based on the immediate counterpart, not market values or investment by ultimate owner. ‘More than’ indicates a lower bound, not an exact amount. A recorded stock does not establish new activity or authorisation to operate under sanctions.

Definitions, dates and sources

Blank cells are not zero. Average annual inflation and the latest year-on-year figure appear in separate rows: they are not the same measure. Every annual indicator retains its reference year; when the years differ, the figures are identified as not directly comparable. When a figure is unavailable from the World Bank, an annual IMF estimate is used and identified as such. The latest year-on-year figure is the latest official release verified as of 7 October 2026. This includes advance releases marked as provisional. Mexico may have a fortnightly figure before the full month is published; it is not automatically compared with a monthly figure. The publication date is retained in each source’s details; it does not replace the observation period or the annual average. Policy rates carry their own dates and represent different instruments. Spain and France share the ECB rate. Balances are positive for surpluses and negative for deficits. The IMF may use fiscal years; unemployment retains each source’s definition (ILO estimates, IMF WEO or PCBS), as stated in the details. For Palestine, debt and the fiscal balance cover central government and retain the PCBS definition; they are not presented as consolidated general government. These are economic magnitudes, not measures of relationship quality.

Area retains each source’s territorial coverage; it does not determine sovereignty or effective control. Canada uses an archived national geographic reference. Military expenditure retains the 2024 SIPRI sample distributed by the World Bank: the amount and percentage of GDP use that same definition, which differs from NATO’s. It is not an approved budget or a 2026 figure. Information from the Stockholm International Peace Research Institute (SIPRI). Military expenditure database · Terms of use0

What each figure measures

Residents are counted by nationality and the coverage of the stated register, not as people born in the other country or as new arrivals in one year. PERE includes dual nationals and people born outside Spain. Study with OPT and stays carrying academic credit are different measures. Travel may include several visits by the same person; FRONTUR arrivals require an overnight stay, whereas the Canadian survey includes day visits. These figures are neither added together nor automatically compared across directions.

Underlying ties

History, institutions and long-standing issues.

Reservoir operation is a cross-border issue

The disagreement is not limited to whether a dam exists: it includes how it is operated, what information is communicated and how periods of scarcity or variations in flow are managed. Egypt's water ministry links these issues to water security and the operation of its own infrastructure. The basin also includes Sudan; presenting the issue as an exclusively bilateral negotiation would exclude another downstream country directly involved. [1] [4]

Electricity, development and regional connections

In September 2026, Ethiopia's Ministry of Finance, according to the statement distributed by ENA, linked GERD operations to energy cooperation and integration in the Horn of Africa. This perspective places the project within an agenda of development and electricity connections. Infrastructure capacity does not by itself measure the water available to each country: generation, flow, reservoir level and operating rules are different variables. [3]

African mediation and the scope of an agreement

The African Union documented negotiations between Egypt, Ethiopia and Sudan in 2020. That framework helps identify the parties and the regional dimension of the dispute. Holding talks does not establish a final binding agreement or by itself determine how the dam operates years later. Tracking progress requires documents on operating rules, data mechanisms and management commitments, separate from general statements of willingness to engage in dialogue. [4]

Recent developments

Recent developments and latest available data · Reviewed: 2026-10-07

Egypt's position in July 2026

On 19 July 2026, the Egyptian ministry reported on its monitoring of flow and the operation of national infrastructure. It attributed fluctuations to unilateral operation of the Ethiopian dam and called for clear rules and data exchange within a binding agreement. These are assertions and demands by the Egyptian government. They are not turned here into an independent calculation of damage or a legal conclusion issued by the United Nations. [1]

The Ethiopian initiative announced in October

On 1 October 2026, Ethiopia's Minister of Water and Energy announced, according to ENA, a committee to assess losses and project-development opportunities that he attributes to Egyptian opposition. The statement shows that the dispute encompasses financing and development prospects, not just a flow measurement at one point in time. Announcing an assessment is not compensation awarded, an independent quantification accepted by Egypt or a decision by an international court. [2]
