Ethiopia and Somalia
Neighborliness requires cooperation on security and economic access, but disputes over sovereignty and access to the sea have created tensions. Ankara's mediation opened a negotiating path whose implementation must be checked.

Definitions and sources
Trade adds both directions. Shares refer to the country’s total goods exports; investment is an accumulated stock, not an annual flow. Every figure retains the currency and period of its source. BEA positions are historical-cost estimates based on the immediate counterpart, not market values or investment by ultimate owner. ‘More than’ indicates a lower bound, not an exact amount. A recorded stock does not establish new activity or authorisation to operate under sanctions.

Definitions, dates and sources
Blank cells are not zero. Average annual inflation and the latest year-on-year figure appear in separate rows: they are not the same measure. Every annual indicator retains its reference year; when the years differ, the figures are identified as not directly comparable. When a figure is unavailable from the World Bank, an annual IMF estimate is used and identified as such. The latest year-on-year figure is the latest official release verified as of 7 October 2026. This includes advance releases marked as provisional. Mexico may have a fortnightly figure before the full month is published; it is not automatically compared with a monthly figure. The publication date is retained in each source’s details; it does not replace the observation period or the annual average. Policy rates carry their own dates and represent different instruments. Spain and France share the ECB rate. Balances are positive for surpluses and negative for deficits. The IMF may use fiscal years; unemployment retains each source’s definition (ILO estimates, IMF WEO or PCBS), as stated in the details. For Palestine, debt and the fiscal balance cover central government and retain the PCBS definition; they are not presented as consolidated general government. These are economic magnitudes, not measures of relationship quality.
Area retains each source’s territorial coverage; it does not determine sovereignty or effective control. Canada uses an archived national geographic reference. Military expenditure retains the 2024 SIPRI sample distributed by the World Bank: the amount and percentage of GDP use that same definition, which differs from NATO’s. It is not an approved budget or a 2026 figure. Information from the Stockholm International Peace Research Institute (SIPRI). Military expenditure database · Terms of use0

What each figure measures
Residents are counted by nationality and the coverage of the stated register, not as people born in the other country or as new arrivals in one year. PERE includes dual nationals and people born outside Spain. Study with OPT and stays carrying academic credit are different measures. Travel may include several visits by the same person; FRONTUR arrivals require an overnight stay, whereas the Canadian survey includes day visits. These figures are neither added together nor automatically compared across directions.

A neighboring relationship with memories of conflict
The Ogaden war of 1977–1978 is an essential precedent: Somalia attempted to conquer an Ethiopian region populated largely by Somalis, and intervention by external powers turned the conflict into a Cold War episode. That history does not automatically describe current government relations, but helps explain sensitivity regarding sovereignty, borders and security. Community contacts and trade needs extend across the region, while state decisions on territory can generate tensions. It is important to distinguish Somali populations by identity, Somali nationality and communities living within Ethiopia. [1]
The 2024 dispute over access to the sea
The memorandum announced between Ethiopia and Somaliland on 1 January 2024 prompted objections from Somalia's government. The UN secretary-general noted those concerns in his January 10 call. Ethiopia seeks stable maritime access for a landlocked economy; Somalia considers that decisions concerning its territory and coasts must respect its sovereignty. The existence of a memorandum with Somaliland's authorities is not presented as an agreement signed by Mogadishu. Nor does it prove that Ethiopia already has an operational port or a fully implemented right of access. [2] [3]
Security cooperation despite disputes
Ethiopian soldiers have participated in African Union missions in Somalia; the Ankara declaration expressly recognizes those sacrifices. Stabilization work against armed groups therefore coexists with diplomatic disagreements between the states. The African Union continued monitoring AUSSOM in 2026 and maintaining contacts with troop-contributing countries. Military cooperation has its own mandate and funding needs. It does not imply that all sovereignty disputes have been resolved or turn the mission into a free trade agreement. Somalia's internal political developments also affect the stabilization context. [3] [4] [5]
The scale of the two economies
Ethiopia's reference nominal GDP is 126.4 billion USD in 2025, compared with 13 in 2025 for Somalia. The reference populations are 135.47 million (2025) and 19.65 million (2025), respectively. In the same year, Ethiopia's nominal GDP was 9.72 times Somalia's. The figures contextualize market size; they do not in themselves describe well-being, individual wealth or political influence. IMF estimates or demographic extrapolations retain their markings in the table. A ratio is not calculated when the periods do not match. [7] [8] [9] [10]

What Ankara opened and what cannot be considered concluded
The declaration of 11 December 2024 reaffirmed sovereignty, unity and territorial respect. It proposed negotiating commercial arrangements allowing Ethiopia secure access to the sea under Somalia's sovereign authority, with Turkish mediation. The first technical round was held on 18 February 2025. The planned schedule was a negotiating goal, not proof that a final port agreement was signed within the deadline. In 2026, the African Union continued political and security follow-up on Somalia. The profile keeps that process, Ethiopian economic needs and any specific port outcome requiring documentary verification separate. [3] [6] [4] [5]
