BILATERAL RELATIONSHIP

Greece and Türkiye

Greece and Türkiye share a neighbourhood, trade and NATO membership while maintaining disagreements over the Aegean and other regional issues. Dialogue mechanisms coexist with opposing legal positions. Transport and tourism create practical connections that can progress without a final settlement of every dispute.

Official positions on delimitation and other matters are not identical.

Definitions and sources

Trade adds both directions. Shares refer to the country’s total goods exports; investment is an accumulated stock, not an annual flow. Every figure retains the currency and period of its source. BEA positions are historical-cost estimates based on the immediate counterpart, not market values or investment by ultimate owner. ‘More than’ indicates a lower bound, not an exact amount. A recorded stock does not establish new activity or authorisation to operate under sanctions.

Definitions, dates and sources

Blank cells are not zero. Average annual inflation and the latest year-on-year figure appear in separate rows: they are not the same measure. Every annual indicator retains its reference year; when the years differ, the figures are identified as not directly comparable. When a figure is unavailable from the World Bank, an annual IMF estimate is used and identified as such. The latest year-on-year figure is the latest official release verified as of 7 October 2026. This includes advance releases marked as provisional. Mexico may have a fortnightly figure before the full month is published; it is not automatically compared with a monthly figure. The publication date is retained in each source’s details; it does not replace the observation period or the annual average. Policy rates carry their own dates and represent different instruments. Spain and France share the ECB rate. Balances are positive for surpluses and negative for deficits. The IMF may use fiscal years; unemployment retains each source’s definition (ILO estimates, IMF WEO or PCBS), as stated in the details. For Palestine, debt and the fiscal balance cover central government and retain the PCBS definition; they are not presented as consolidated general government. These are economic magnitudes, not measures of relationship quality.

Area retains each source’s territorial coverage; it does not determine sovereignty or effective control. Canada uses an archived national geographic reference. Military expenditure retains the 2024 SIPRI sample distributed by the World Bank: the amount and percentage of GDP use that same definition, which differs from NATO’s. It is not an approved budget or a 2026 figure. Information from the Stockholm International Peace Research Institute (SIPRI). Military expenditure database · Terms of use0

What each figure measures

Residents are counted by nationality and the coverage of the stated register, not as people born in the other country or as new arrivals in one year. PERE includes dual nationals and people born outside Spain. Study with OPT and stays carrying academic credit are different measures. Travel may include several visits by the same person; FRONTUR arrivals require an overnight stay, whereas the Canadian survey includes day visits. These figures are neither added together nor automatically compared across directions.

Underlying ties

History, institutions and long-standing issues.

Two positions that should be read separately

Greece presents delimitation of the continental shelf and exclusive economic zone as a central issue and criticises Turkish claims it considers contrary to its rights. Türkiye describes several interrelated issues in the Aegean and advocates bilateral settlement mechanisms. The article identifies these positions as official arguments, not a ruling by the atlas. Maritime delimitation, airspace and Cyprus are not a single case with an identical legal basis either. [1] [2]

NATO does not replace bilateral negotiation

Greece and Türkiye joined NATO on 18 February 1952, according to the contemporary North Atlantic Council statement. Shared membership adds institutions and security coordination, but does not automatically resolve disagreements over sovereignty or delimitation. Sharing a defence organisation and maintaining a bilateral dispute are compatible facts. Interpreting every friction as withdrawal from the alliance, or every NATO meeting as settlement of the dispute, would confuse those levels. [3]

Trade, ports and connections between societies

Türkiye's foreign ministry reports trade of approximately 6,660 million USD in 2025 and describes cooperation in transport and business contacts. Travel also connects coastal communities and tourism markets. The maritime-entry regime for certain Greek islands has a specific scope; it is not a general exemption for all Greek territory. Visitor amounts published by the same source are approximate and are not presented as unique people. [2]

The agenda of contacts in 2026

Both ministries record the High-Level Cooperation Council meeting held in Ankara on 11 February 2026. The Turkish side also documents the ninth joint action-plan meeting in Athens on 21 January. These mechanisms allow practical actions to advance and political conversation to continue. Holding them does not by itself prove a final agreement on maritime delimitation or require the two governments to describe disputed matters in the same way. [1] [2]

Distinguishing infrastructure plans from completed works

The Turkish profile mentions a planned second bridge at the İpsala–Kipoi crossing. Planned infrastructure can demonstrate a shared transport agenda, but its announcement does not establish completed construction or capacity already available. The same criterion applies to trade targets, mobility rules and declarations of good neighbourliness: identifying the instrument and date helps separate continuing dialogue, administrative implementation and results actually reaching businesses or travellers.
